CIP Grant Programs

The Town of Huntsville offers four (4) grant streams available to property and/or business owners within the Downtown Community Improvement Plan (CIP) Area. These grants are meant to promote redevelopment, revitalization, and beautification of the downtown. Spending limits for the program are approved on an annual basis through the budget process and are generally funded through the Municipal Accommodation Tax, not property taxes.

The four grant streams are:

  1. Planning and Building Fee Grant: Pending application approval, will cover up to 50% of planning and/or building permit fees in relation to an improvement project to a maximum of $5,000.
  2. Façade and Signage Improvement Grant: Pending application approval, will cover up to 50% of costs associated with building facade, signage, exterior electrical upgrades and/or accessibility improvements to a maximum of $5,000.
  3. Landscape Improvement Grant: Pending application approval, will cover up to 50% of costs associated with landscaping improvements to enhance the streetscape, improve accessibility, incorporate shade trees and/or provide opportunity for improved stormwater management to a maximum of $5,000.
  4. Tax Increment Grant: Pending application approval, will cover up to 100% of the increase in the Town of Huntsville portion of the property taxes resulting from an increase in property assessment following substantial re-development. The grant can be provided for a term of up to five (5) years.

Eligibility Requirements

  • The applicant must either be the property owner or an agent or tenant of the property (with written permission from the property owner).
  • The project must be within the designated CIP Area (see map below).
  • The project must conform with the goals and objectives, principles and urban design guidelines outlined in the Downtown Huntsville CIP.
  • The project must conform with the goals, objectives and policies of the Official Plan.
  • The project must conform with all other applicable legislation, by-laws, policies, procedures, standards, and guidelines including but not limited to: Ontario Fire Code, Ontario Building Code, Community Planning Permit (CPP) By-law.
  • The property must not have any outstanding Fire Code violations.
  • The property tax account, and any other accounts receivable with the Town, must be in good standing, which includes not being in tax arrears.
