The Town of Huntsville's Secondary Residential Dwelling Units (SRDU) Program offers homeowners and builders alike a simple way to add dwelling units to residential properties. What is a SRDU?

Secondary Residential Dwelling Units (SRDUs) are independent living spaces that include their own kitchen and bathroom. They can be located as a detached structure on the same residential property and are typically found on lots with a single-detached, semi-detached, or townhouse dwelling.

Most residential properties in Huntsville are zoned to permit a SRDU.

Process

Step 1:

Select your design

Email SRDU@Huntsville.ca with the name of your selected SRDU design, and the address of your property to get started.

Staff will arrange to meet with you to review your selected design and property, and ensure the property has the appropriate precinct for a SRDU. If your property has complex considerations, there may be an additional planning review.

Step 2:

Submit permit application

Once the property and designs are confirmed, Town staff will create a building permit application through Cloudpermit. Applicants will receive notification through Cloudpermit once the application has been created.

Step 3:

What is included in the design package?

The pre-approved designs provide a full set of working construction drawings that include: 

  • Architectural plans
  • HVAC design
  • Electrical and plumbing design
  • Structural design and construction details

Step 4:

What is not included in the package design?

  • Site Plan 
    • A site plan would need to be submitted by the applicant. A site plan is a sketch of your property, showing existing buildings, setbacks to lot lines, any natural heritage features, location of the septic system, etc.
  • Well information
  • Septic system expansion or improvements

  • Water and Sewer 
    • Water and sewer connections may need additional permits.  If municipal water and sewer connections are required, the owner will need a permit through the District of Muskoka.
  • Other approvals 
    • Other jurisdiction approvals, such as Electrical Safety Authority (ESA) permits, Ministry of Transportation of Ontario (MTO) permits if required, are not included. 
  • Building permit fee 
  • Fee for the drawings

Development fees are not applicable.

Staff can assist homeowners through the permit application process to ensure it is complete.  Any changes requested to a pre-approved plan will require the designer to make the modifications. The homeowner will need to contact the designer directly to ensure compliance with the Ontario Building Code and the Town’s Community Planning Permit by-law. This may require the submission of new floor plans, elevation plans, or energy efficiency summary. 

Step 5:

Pay fees

The applicant is required to pay the building permit fee as per the fees and charges by-law and package fee for the use of each design. These fees are payable online, through Cloudpermit.

Once paid, the digital permit drawing will be provided.

No development charges are payable for SRDUs.

Step 6:

Building permit gets issued

Once a building permit is issued, the applicant can download a copy of their building permit with the approved plans and construction can begin. Any required inspections can be booked through Cloudpermit

Once this step is complete, the building inspection process begins.

Disclaimer

The SRDU program provides municipally owned, pre-approved building plans to simplify the design process and help expedite building permit approvals. Pre-approved plans do not imply compliance with the Community Planning Permit By-law. Use of the plans will require review of the property owner’s lot to determine if a CPP Permit may be required. 

Property owners are responsible for ensuring that the selected design can be accommodated on their lot and for obtaining all required approvals (e.g., MTO, ESA).

Property owners remain responsible for hiring and consulting with their own qualified professionals for site-specific conditions, construction, and code compliance.

All construction contracts, site work, and financial transactions are strictly between the property owner and their chosen contractor or service providers. The Municipality is not a party to these agreements and assumes no responsibility for the performance of external contractors or the financial construction outcome.

Affordability

Building permit fees may be eligible to be reimbursed through the Town’s Affordable Housing Program.

Frequently Asked Questions

Homeowners often use SRDUs to increase property values and create additional income through rental opportunities or to provide independent living space for family members, such as ageing parents or adult children. For many, SRDUs offer a practical solution to multigenerational living while maintaining privacy and independence.

The Town supports SRDU development as a tool to increase affordable housing options and make better use of existing residential land and infrastructure.

SRDUs are permitted in most residential areas in Huntsville. The precinct (zoning) on your property can be viewed on the Town of Huntsville Interactive Map.

Shoreline residential lots are not permitted to have SRDUs.

Where SRDUs are permitted, a maximum of 2 may be constructed. This could include one SRDU within a dwelling and one in a detached structure, or two within a detached structure.

In the urban serviced area, a SRDU must be 1.5m from a side lot line, 7m from the front lot line and 5m from a rear lot line. In rural and un-serviced areas, the SRDU shall be 7m from a side lot line and 10m from the rear lot line. When located above a garage, the provisions for a SRDU may be different. The Town will advise on these provisions upon initial consultation with the applicant.

Yes, a building permit will be required. Building permit drawings are included with each package, however the building permit itself is separate.

Each design plan has an approximate construction cost associated with it. These are the base, construction-grade estimated costs. Many factors affect this cost including site preparation, costs for servicing (hydro, water, septic, gas etc.), design changes, cost of materials, etc. The homeowner must work with their contractor to determine exact project costs.

A building permit will be required. Staff will work with homeowners to ensure that the proposed SRDU size and location comply with all by-law provisions and help alleviate any requirements for a Community Planning Permit. In exceptional circumstances a planning approval may be required.

Property taxes are calculated on the assessed value of the property, which is determined by the Municipal Property Assessment Corporation (MPAC). MPAC reviews the location, age of buildings, gross floor area, quality of construction, etc. A Building Permit application will trigger an automatic assessment from MPAC. Property taxes may increase, this would depend on the change in the number of secondary structures, number of bathrooms, any materials used in the renovation, etc.

Pre-approved designs are building plans that have been reviewed for compliance with the Ontario Building Code, helping to reduce the need for custom design work and associated engineering costs. As the designs have been reviewed in advance to meet regulatory requirements, they can significantly shorten the development approvals process. This helps streamline your proposal, minimizes delays, and supports a more efficient path from planning to construction.

If a homeowner wants changes to an approved plan, they must be dealt with the designer directly. There will be additional fees associated with any changes that would be payable to the designer and would necessitate a review of the modified plans for compliance with the Ontario Building Code and the Town’s Community Planning Permit By-law. All costs related to customized designs are at the expense of the homeowner.
