Municipal By-law Enforcement Officer - Seasonal Position
The Town of Huntsville is hiring a seasonal Municipal By-law Enforcement Officer to provide consistent, professional and customer-oriented services in Huntsville.

Reporting through the Chief By-law Enforcement Officer, this position will be responsible for communicating with and educating the public concerning Town by-laws.

Main Responsibilities

  • Ensure compliance and enforcement with relevant legislation, property standards, municipal by-laws and zoning.
  • Prepare Provincial Offence Notices, including the preparation of summons, court briefs. Maintain accurate notes and records with a high level of attention to detail.
  • Respond to complaints regarding by-law infractions, complaints concerning stray domestic animals, issue warnings and citations to owners, transport and impound lost dogs.
  • Ability to interact with the public positively while exercising sound judgement and discretion while complying with all applicable privacy legislation.
  • Serve summons to property owners, corporations, contractors and other persons as determined for offences due to non-compliance with by-laws.
  • Ability to work flexible hours outside of normal business hours which may include nights, weekends and statutory holidays.

Qualifications

The Municipal By-law Enforcement Officer will be a strong communicator, approachable, skilled at providing information and have a demonstrated history of working with the public. Ideally, the successful candidate will currently be enrolled in police foundations. They must possess excellent customer service, be willing to perform various duties in a range of weather conditions and must have a valid Class G driver’s license and undergo a Police background check.

This is a seasonal position with a starting date of May 16, 2022 and working until September 3, 2022. The hourly rate for this position is $25.50 based on 35 hours of work per week that could vary and will include weekends and evenings.

Building Inspector - Temporary

The Building Department is currently looking to hire a temporary Building Inspector for a 12-month contract with the possibility of extension.

Under the general direction of the Chief Building Official, this position will be focused on finalizing open building permits and responding to Property Standards and Building Bylaw infractions. This involves conducting necessary inspections, documenting and recording observations, and contacting the appropriate individuals to address the issue.

The Building Inspector is responsible to undertake site inspections and examine construction drawings and specifications in order to ensure compliance with the Ontario Building Code. This involves informing permit applicants, designers, builders of any code deficiencies, answering building code inquiries, verifying all applicable approvals, researching code related matters for other departments and issuing Orders where concerns have been recorded. In addition, the Building Inspector is responsible to respond to property standards concerns, and carry out inspection programs as directed. The Building Inspector must possess the ability to assist in all matters relating to enforcement and interpretation of the Building Code, Building By-law, Property Standards By-law, Zoning By-law and other relevant Municipal and Provincial Statutes.

Ideally, the successful candidate will be self-motivated and have the following qualifications:

  • Certified Building Code Official with the Ontario Building Official Association;
  • Ministry qualification (BCIN) related to Part 9 Residential construction and shall include: General Legal or Powers and duties as a CBO; House or Small buildings; Plumbing-House or Plumbing-All Buildings; HVAC- House or Building Services.
  • A minimum of 2 years of experience working in a Municipal Building Department;
  • Strong analytical skills as well as an ability to make decisions independently;
  • Excellent organizational, interpersonal, problem solving and communication skills;
  • A keen sense of customer service and ability to multi-task in a fast-paced environment;
  • Proficient in the use of personal computer applications such as Excel, Word and Outlook in addition to being familiar in learning new technology and programs.
  • Familiar with the Order process within the building code and steps to be successful at administering them.

The hourly rate range for this position is $33.73 to $37.18 based on a 35 hours per week, Monday to Friday.

Fire Chief, Huntsville/Lake of Bays Fire Service - Full Time

Reporting to the Director of Operations and Protective Services, the Fire Chief has the responsibility for the overall operation of the Huntsville Fire Department as well as the Township of Lake of Bays Fire Department through a Fire Service Agreement. The Fire Chief will provide strong leadership, direction and technical expertise to a workforce of five (5) full time employees (Deputy Fire Chief, Fire Prevention Officer, Mechanical Officer, Training Officer and Administrative Assistant) and approximately eighty (80) volunteer firefighters. This role is responsible for the efficient planning and leading of the Huntsville/Lake of Bays Fire Service operations, programs, facilities and infrastructure.

Major Job Responsibilities

  • Provides leadership to both the Town of Huntsville and Township of Lake of Bays Fire Services operations and functions including, but not limited to, fire prevention and public education services, fire suppression, investigation and inspections, search and rescue, auto extrication, hazardous materials response, and agreements to other local emergency services.
  • Provides leadership, coaching and guidance to ensure a high level of morale and discipline. Evaluates performance and recommends training and professional development opportunities.
  • Executes strategy, develops and implements new programs, procedures, services and policies that address emerging needs, expectations and operational proprieties.
  • Conducts long and short-term operational and capital budgets, planning and reporting, and leads the annual budget preparation process for both the Town of Huntsville and Township of Lake of Bays Fire Services.
  • Prepares and presents comprehensive reports to Council and Committee.
  • Responds to inquiries pertaining to the activities from the general public, internal departments, other levels of government, businesses and elected officials.
  • Complies with and assumes appropriate supervisory responsibility for all health and safety practices in accordance with standard operating guidelines and the Occupational Health and Safety Act.
  • Develops plans to effectively deal with emerging issues related to emergency management.

Qualifications

  • Post-secondary diploma/degree from an accredited college or university or equivalent in Business/Public Administration or emergency services
  • Fire Service Executive Management Certificate from an accredited college or university or equivalent preferred
  • A minimum of 5-7 years of management experience in Fire Services or related field with comprehensive supervisory experience
  • NFPA Certification – NFPA 1021 Company Officer II, NFPA 1031 Fire Prevention Officer I, NFPA 1035 Public Educator I,
  • Completion of Community Emergency Management Coordinator designation and/or other related emergency planning courses at the provincial and federal levels.
  • Effective financial control, strategic planning, report writing, presentation and public relations skills
  • Strategic leadership, effective negotiation and dispute resolution skills with the ability to exercise political acuity.
  • Must have valid Class “G” Ontario driver’s license with a demonstrated responsible driving record

The salary range for this position is $118,154.40 to $130,257.40 (based on a 35-hour work week), including an attractive benefit package.

Customer Service Representative, Building Department - Full Time, Contract

The Building Department is currently looking to hire a temporary Customer Service Representative for up to 12-months.

The Customer Service Representative (CSR) for the Building Department will provide service delivery to a diverse client base in a friendly and knowledgeable manner utilizing a computer-based data system. The CSR will process transactions either by person, phone, email, e-service or any other channel of communication efficiently and accurately taking ownership of client queries and complaints by initiating action or resolving the problem resourcefully and keeping clients informed.

The CSR will process completed building applications through verification of the electronic permitting system, maintain a schedule for applications and track their progress, manage the inspection scheduling, data entry and maintaining inter-departmental communications. The CSR will also assist with other administrative functions within the Building Department. The CSR will also organize departmental records and ensure procedures are followed by updating and removing redundant/transitory records from files, closing older files, ensuring files are linked in electronic folders to Cloud permit and Marmak.

Ideally, the successful candidate will be self-motivated and have:

  • A post-secondary education in office administration;
  • Customer service and administration experience in a Municipal environment;
  • Strong analytical skills as well as an ability to make decisions independently;
  • Excellent organizational, interpersonal, problem solving and communication skills;
